Somewhat doubtful that it could be an American mark, but, R/F 4th indicates one John Burgess (with no known mark) plating in Baltimore in 1864, related to Caleb H. If you follow the linked chain of pseudo-marks, like a mixture of fingerprint sets from one person, Trev is suggesting that this may have previously been an incorrect attribution for your mark to the Continental (Sheffield) Silver Company which should have more appropriately gone to the Crown Silver...

Some on him as pewterer (exhibition related material): https://exhibitions.nysm.nysed.gov/albany/bios/w/hewill1497.html If Thorn was right, no mark was readily available as of 1949, but someone found a reference before that pinning the name to silver. Perhaps within Henry Wills' "Accounts"...

Rainwater/Redfield (4th) has this form of mark down for Smith & Smith of Attleboro Mass., later part of Wallace Silversmiths. Sterling cigar boxes and novelties were known products. Do you have measurements?

I could only see a few samples, but it appears as though H. F. Wickman & Company used block letters on pieces that carried Gorham maker marks, and this form of lettering on items without additional marks beyond Sterling. Is there a supposition that this distinguishes a maker rather than retailer...

Now the squigglies have meaning! I was beginning to think some upstart modernist wanted to commemorate a vacation trip to Stonehenge. But 8-balls for the dead guy makes more sense. I guess the odd outliers at the bottom aren't yellow "Peeps" in this case. Much thanks, Cheryl!!

Notice the "5" after the "M" is in the same style as those in the 515, but the "4" differs from the one scratched in the address. This says two different hands here...one in the workshop, and the other sometime later by the retailer or an owner. I'd look closer at this ...

Don't toss it out yet. Why do you believe it is silverplate? Can't be sure with the photos, but coin silver might be possible. Is that blurred lid mark an "M"? The 515 is probably just a pattern number, but the scratched M-sequence could be an order or factory/workshop control number.
