Thank you for your comment. It is interesting, but I don't find any sardine forks with the center support or the suspended outer tines. Maybe there is another purpose?
Trying to understand use of this fork with the outer tines unattached near the root of the fork, but still attached to the adjacent tine and to the middle support. Any ideas would be appreciated. What then is this fork to be used for?

Cheryl, thank you for solving my question on the makers mark. In regards to size, the bowl is 1 3/4" tall and 3 1/2" across the top. The bowl depth is 1 1/4". It might be too small for a sugar dish and probably too large for a salt bowl.
The edelweiss enamel led be to believe this would be hallmarked with a Swiss or Austrian markr, but going through the on-line information has not shown anything close to these three marks. the center mark looks like a horse head facing left. This looks like a sugar bowl and the color of the enamel led me to think of Tiffany, but the marks do not match anything I could find.
