Leaf Engraved Twisted Baby Spoon

Hello, I have a spoon not sure if it is in deed a baby spoon but it has a twisted handle and is marked PE830S. I cannot find anything on this maker or spoon, it also is dated in a odd format that I have not seen in any of my other pieces. I cannot imagine this spoon would be from 1997, or am I wrong...

TY for that I know NORSK referred to Norway but wasn't able to find anything about the (APRFIDE), obviously because now I see I didn't have the right name. TY for clearing that aspect up for me.
