Hello, I recently came across this piece, and It looks like it's some sort of candle snuffer? Also, I cannot tell the mark, so not sure if it's plated or sterling. Any help would be much appreciated. Thank You. It was a little confusing, because it shows a "lion" similar to Sterling, but clearly different legs.

Our fish server has these marks, but we are not sure if it's real sterling or even if it's from England. We think London though..any help would be appreciated.
