They are made and sold by jewelers in Middle East, not even meant to decieve, because they mark it with karat number (21 or 22 in this particular case) and maker`s initials (two letters on the right in the mark). 90 mark must be silver plate.
If the town is in Luxembourg, the maker is in one of neighboring countries.

Hi,
Tirnau Biedermeier period with Loth 13 number from Tardy.
Similar wheel was seen in Goldingen, Kuldiga, Latvia, but also in several Geman towns (e.g. Mainz).
Anyway, it is solid silver,at least 12 Loth.
