So, it opens like this; easily, well done.
Three small holes on top tell it`s a pepper shaker. There are even minor remnants (residues) of pepper. It`s organic and better than salt. No harm done to silver. Wash it, though, anyway.

Town mark is very difficult to decipher. Sharper image is needed. Or you can try to compare it with coat of arms of Romainan towns within Austrian territories at the time.

Try to open it unscrewing the disk at the bottom. Soak in warm water (not boiling). Hopefully it was used as pepper shaker; not badly oxidized, unlike salt shakers, and it`s worth trying to open and clean it. If left like this for longer time the screw may get completely stuck.
