Pen holder is hollow silver, the nib and insert are not silver.Small item by definition.
Besides,legislation cannot be judged strictly even by today's standards;a few grams make no difference.

Hi,
Many silversmiths from Balkan countries were trained in Austria-Hungary and when returned back home imported spoons and added their own filigree which was fashionable at the time.This spoon is mid 19th century.

Hi, Karl Bock had workshops and retail stores in both Moscow and St Petersburg.Your pen was made by another silversmith whose initials are not clear (the first letter) and assayed in St Petersburg (Greek letter alpha). Hi, The mark was used after 1927,meaning not Imperial Russian but Soviet period. Alpha is for Leningrad (St Petersburg). The maker is Ivan Arharov (IA in Cyrillic),(active 1895-1917).
Greek letter alpha in kokoshnik mark stands for St Petersburg Assay Office .

Hi, Twice 800 and crescent and crown German Reichsmark far right. The second mark from the left is impossible to decipher (possibly maker`s mark). There is a hinge - is it a box (pill box,snuffbox) ?
Looks well made,possibly authentic unmarked and then ‚‚Russified‚‚ with faked marks, or overstruck.Anyway, marks have nothing to do with Imperial Russia (unsuccessful attempt for Moscow).

If M.S in this form of the mark,then it matches Mathias Skyytianen who was born in Finland and worked in St Petersburg at the time.
