A bit difficult to read against the textured background, it would help with the ID if you would describe what letters you see in the mark.

Hello,
I can't speak the marks, but the cup form, decoration and construction technique all point to South American origins. For a good sampling of images of near identical cups, google - Bolivian silver cup.
