Can anyone help with the scratch marks? They don't seem to relate to the weight...

Hi, I have not been able to identify the maker's mark on this silver sugar bowl, or interpret the scratch marks and other marks (a 2 and something else) on the bottom. Thanks, Doc, the central handle makes sense. There are wear marks inside indicating that something cylindrical with a diameter of about 2.8 cms must have been fastened to the body at some time using the central hole.
