This little tray was purchased with a set of Sterling baby cups, if that is any help, one smaller than the other. I think it to be plate, because of the 830 and wondered what year it is and where it was made. From my small amount of research, I think it to be German. Any help is greatly appreciated....

Think this to be silver plate. Need help identifying date mark and maker. What does 5380 mean? It is an open salt cellar, with hand-blown cobalt lining. Very appreciative of any information.
