The handle on this Luneville pottery piece is marked Sterling and G Wise. I've been unable to find anything on the maker. Any help would be appreciated. Thank you!

Frankly, I'm not sure what the country of origin is on this cuff bracelet. There are 3 hallmarks on the front center and one on the faux buckle. My camera isn't the best for close-ups of such small marks, and they're quite age worn. I'd very much appreciate any information you can give. http://imgs....
