The anchor is the coat of arms for Norrtälje in Sweden. The mark AGH could be Ander Gottlieb Herkepeus active in Norrtälje 1821-1866(78). The last mark O4 is the year mark for 1844. However, the cat's paw is missing, so it is most likely plated like Hose already mentioned. Actually a rather strange...
