The 13 should be German, the shape around the 13 would determine the year and town, being inscribed 1850, I would assume from that period but I couldn't say what town because your attachment didn't work. It also could be CZECH or French or possibly a few others depending on the appearances. I am not...

P.A is most definately Peter Arthur (since 1808) if your S is plain Times (with serif) I would be lead to believe 1837-38. Nowhere in my new book copywrited in 1937, does it list any PA or P.A after 1848. If it's a serif S then research Peter Arthur; Gothic 1863-64, and plain serif 1889-90 as Waylan...
