Antique Chatelaine fob question

Hello nice people of the forum!
I came across this interesting belt fob, it definitely tests for silver, I believe the dangles are not original. But I'd be interested in the maker and what country it is from, I could not find the hallmark, it seems to have two arrows in an X shape.

Hi Kate,

Perhaps these mark are Dutch pseudo marks used by Groningen silversmiths around late 19th century ; 8E pseudo Zutphen year letter (#98) in K.A. Citroen Valse Zilvermerken in Nederland, PL conjoined monogram pseudo master mark (#280), crossed arrows(?) probably variant of (#466) pseudo master mark.
