Hi!
This is not Minsk.
Assay office of Simferopol. Simferopol is the capital of the Tauride province. Crimea Peninsula.
Assay master "СБ" - Stepan Bochkarev.
The Tauride province also had a coat of arms in the form of an Eagle, like Minsk and Kamenets Podolsky.

I'd like to fix it. It would be more correct to call it not “Assay Master”, but “Assay Official” or “Assayer”

Hi Dad,
thank you for your answer. I was quite surprised to read that it is Simferopol. i have nearly no litterature about Russian silver, only copies from PL about Petersburg and Moscow. Other origins are rare in Germany.
The maker (cyrill. Kh Ts) is not known?
Did you see my other posts in "European silver - Single image" ? On my contibution "4 Russian coffee spoons from the big canteen" (101 pieces, see post "Moscow R. Petko") and my 5 posts "Russian spoon continuation", R.s.contin.2, 3, 4 and 5 did not get an answer. Too difficult?
