Silver finger bowls. Mexican?

Can anyone confirm if these are Mexican? Are they sterling? Could not find anything about this hallmark.
I'm coming up with a wrought-metal company ::: But interestingly there is a "Casa Tucan" hotel in Mexico as well as Costa Rica. :::
::: I wonder if this is hotel-related in some way, like something a hotel would provide for its most distinguished guests? ::::
