Maker Please?

Hello,
I am confused by this maker's mark S.S see photo. It can't be Stephen smith as it is hallmarked for 1966 and the dot imbetween the two S's is in the centre and not at the base. It may be Saunders and Shepherd? If so does any one have any history on the correct maker of this piece please?

Samuel Smith is the maker I believe if the information from the previous link is correct.

Date letter is ``Y`` for 1966. Cannot be 19th century maker.
