I don't recall seeing the mark before, but not all marks on silver-plated items indicate the maker. Manufacturers would happily mark flatware etc. with the marks of wholesalers and retailers providing the order was large enough. This may provide another route for research.
The crown would identify the piece as made prior to 1897, when the use of it of plated items was outlawed.
