Boianowsky salt cellar

A very interesting salt cellar for me, Boianowsky was a purveyor to a Grand Duchesses court, and did not produce a lot.
The year seems to be 1861 or 1867, hard to see due to the polishing, but it has an inscription for 1913, 50 years later which says Carskoe Selo, which I find particularly interesting.
Does anyone know who the assay master is?

Assaymaster is Pavel Mikhaylov (Павел Михайлов). Near 1866-1869 (worked)

Thank you so much, means the date is 1867 then rather then 61
