Pleasse HELP with Continental marks

Good morning. I have a silver parasol handle that I recently purchased. I found these hallmarks on the bottom edge. I don't know where the parasol handle originates. The individual I purchased it from said it belonged to his grandmother, who lived most of her life in France. But, I doubt these are French hallmarks. These are the only hallmarks I could find on the piece, and they're somewhat rubbed. I've included two images with one rotated in hopes it will provide a better view. The silversmith marks are initials TP. The center mark has an usual shape that makes me think of the Austrian import marks, but I'm not sure and I don't know if Austrian marks included silversmith initials. I cannot get a clear view of the circular mark, but it looks like a spider? Any help you can give me would be greatly appreciated. Thank you

there is an Austria- Hungary mark
