Silver handled walking stick

I have a silver handled walking stick and have been trying to decipher the hallmarks. Using your website and another, I think it is London, 1898, but can't decide on the maker - is it J. Howell or James Hall? Please pardon me if I am not asking the questions properly, I've never done this before.

Oh thank you so much! It's nice to find out the origins of the walking stick, it came from to me my elderly aunt who died maybe 10-12 years ago, but I don't know it's history before that.
