Any one who can help identify the item?

Dear all:

This is one of two sticks I recently acuired, I was told by the seller this is an Imperial Russian item and belongs to a high rank official back then. After went through the hallmarks in this site, nothing came up with any similarity, please help identifying what is the sotry behind it?

Can you also tell me the approximate producing year of this stick?
