Large Figural Spoon 1826? Chester, Unkown mark

This spoon appears to have a Chester mark, but I can not ID the maker, which is "BHJ" Also marked 930 and on the back stamped "A. Barrett & Sons, Piccadilly"
My images are too large, but here is the first one, just change the last number to see the others:

The importer was Barnett Henry Joseph & Co., the assay was performed at Chester in 1891.

Hopefully Oel or another will identify the Dutch maker's mark: Image

Andrew Barrett & Sons of 157 Piccadilly, would have been the retailer.
