UNIQUE Sterling Creamer Sugar Signed JR - NEED HELP

This is a set of heavy solid sterling silver antique creamer and sugar set. The bottom is marked STERLING and numbered 850 and Signed JR. They weigh over 1 pound and just amazing. The workmanship is just incrediable. I need help to identify the maker. I have attached a picture of the marks on the bottom. I would greatly appreciate any information. Thank you.
