One case where "FINE" is in large letters next to 925/1000: viewtopic.php?f=2&t=49859&p=165822#p165822

That was Mauser. Checked every mark sample in Rainwater III and found no other exactly like this. But there still could be one out there. What is the item carrying your marks?

Looks like your partial of the maker mark (left) may be Mauser's trademark. Appears to be front two legs and maybe the "M" normally in the shoulder area. Rainwater had a decent write-up on the firm and all sorts of wares were made including hollowares. Late 1800's designs would fit, and Mauser was often very elaborate work. Perhaps we might get another opinion or a confirmation. Until then, are you reading an "M" there (photos can be deceptive over the net).
