Unknown marks on Ladle

Unknown marks on Ladle

Please help!
I don't even know if it is a silver or something else. There are two marks: 15 and OW+.
Thanks for your help!
PS: how can i upload pictures?

Hi,
It`s silver-plated.
For numbers on silver-plate have a look here:
http://www.925-1000.com/a_platenumbers.html
15 means 15 grams of silver used for plating the ladle.
Unfortunately, cannot recognize the maker.French makers have marks in a rectangle, solid silver always with lozenge shaped mark.

FoundOW+ mark: it is Wiskemann from Belgium and Switzerland.
