Help identify forceps

Help identify this item.
The inscriptions on it: Sterling, Hand Wrought, Pat.Pending.
There is no brand of the firm.
American?
This is clearly a forceps - but for what? Hardly for sugar.
I will be grateful for the help.

The colleague has told that it, perhaps, not a table subject, but laboratory.
