How to identify whos hallmark this is

Your image is not showing for me, perhaps your photohost is having problems.

You are far more likely to get a response if you embed your image as very few people will click on links.

Reactions shared to fuel further research perhaps...

Although the dangling gold/brass/vermeil bits are used here as rain drops, the bits and the brooch reminded me immediately of the dangles on a traditional Norwegian pin called a solje.
Does the "S" seen in your picture follow a purity mark? Like 830S or 925S? As found on this site under "world marks", that is the manner of national silver standard marks of Norway.
So, 2 factoids pointing to Norway, but no further can I suggest as I can't even identify what letters the maker's mark may be.
