Unknown Hallmarks

I have a collection of old silver napkin rings and have managed to identify all the hallmarks aside from one napkin ring. There are two hallmarks and one of them looks like a letter from a foreign alphabet but I can't figure out which alphabet. I've searched through countless websites but can't find anything similar. Does anyone recognise the mark and what it means?
