3 Birds in a circular form with a secondary star mark on salt and pepper shakers

Hello again, second post with another head scratcher for me.
I have a pair of salt and pepper shakers in the form of a bird (currently showing only one piece). acid tested with 18k solution as indeed being silver. hinged base plate with what appears to be a circular form hallmark containing three ducks or birds with what appears to be a line running through behind them to center. A secondary hallmark of a star similar to a star of David however this does not have the internal lines like a star of David. I was thinking possibly Spanish but even then I'm not entirely sure, clearest hallmarked item is shown.
