I have seen this before, do you know why `B` is struck twice? Have seen this very often with 'A' for Vienna -again - why is it struck twice?

Hi,
Have no idea why it was struck twice.
It is a kind of secondary mark used on detachable or soldered small parts of complex items.Like legs, finials,handles etc.Seen on gold chains,too.Multiple marks on links to prevent tax evasion Cannot give any reference to legislation.
