Eagle with G S above and F below - Help!

So I've been through every silver mark db I can find and can't work out the mark on this silver tray I've just received. There are no other identifying marks on the tray unless the pattern around the trims are unique? The piece has been handed down as a piece of family history and little is known of it's origin other than "It's been in the family for a while". Here are two photos of the mark.. If anyone can help with info it would be greatly appreciated.

Try posting an image of the whole tray. Perhaps this may provide a pointer to its origin.

@dognose I'm pretty sure the tray is silver and not silver plate. Is the silver plate forum the right one to get help on this? Should it be in a German silver forum instead maybe? Really keen to get any info possible from the experts :)

Hi,
It really looks like silver plate mark.
Cannot be attributed to any German silver mark.
We cannot be sure if it`s silver or not unless tested or based on marks. But testing silver is another issue.
Let`s be patient, the mark will be recognized, hopefully.
