900 mark and fleur de lis? Estrucian?

I am at a loss here. I have googled and searched the 900 mark and thought it meant coin silver but I also see there is a 900 mark and a Fleur de lis style mark that could be Russian? Could someone give me some advice? Thank you so much for looking.

One thing is for sure, it is not Russian. But mind my asking; Estrucian...!? Nonetheless, you probably mean Estonian. Yes, Estonia used fleur-de-lis as their first silver mark 1920-1924 before they change it to the current lion passant. However, with the fleur-de-lis there were two letters EW (Eesti Vabariik) and the silver fineness was expressed in zololotniks and not in promille. Your bowl is not Estonian made either. Anyway, the promille marks dates it to be made after around 1890.

The 900 fineness was used in China, Argentina, Germany, Italy, Yugoslavia, Czechoslovakia, Hungary, Egypt, Turkey and Lebanon, so....? Let's hope somebody else can present some better answer.
