Have researched this old stuffing spoon for hours but must come to the experts. Was purchased in a lot of antiques English and Irish Sterling and know it is not English so posting is here. Any help with identification is appreciated.

I believe this is an as yet unidentified makers silver plate mark, most likely of Sheffield origin.
