I have search everywhere and can not identify the makers mark or crest. Possibly from Venice? Any information would be greatly appreciated.

Welcome to the forum. The winged lion mark belongs to Oxford Silversmiths Co.New York, NY c. 1918- c. 1950.
I think initials and logo changed over time but it`s definitively the lion seen on your item.

In regard of the crest, there are items with the same crest to be found elsewhere and there is a possibility it was engraved for decorative purposes, i.e. not in connection with any particular nobility.
