Help w/ George Fenwick hallmarks

I wonder if anyone could help me decipher what these hallmarks mean and whether this tray was made by George Fenwick of Edinburgh or by his son who emigrated to Tobago. It has both their marks. Also, it was described as a butter tray at auction, but I think a pen tray may be more likely. It is 9.25" x 4". Thank you.
