Silver bowl, need help to id.

HELLO

When, where & by whom was this silver bowl made? it's hallmarked B R, a symbol, the letter P & 925 silver.

It's heavy gauge silver & weighs 103 grams. The cartouche around the makers name is repeated on the inside of the bowl.

Could the cartouche be part of the map of Estonia? See the coat of arms of Estonia:

They are the marks of Bruce Russell of Guernsey.

I have difficulties in imagining the "map" being Estonia. The coat of arms undoubtedly reminds of the old Estonian silver mark with three lions used around the turn of the century, but ---? However, the other marks have nothing to do with Estonian silver marks from that period. I think it is a pure coincident, not Estonian made.

The map is of Guernsey, where Russell works. His maker's mark is also in that shape.
I think the date letter P is for 1989.
