Scottish tea strainer

Hello all, I have this Georgian tea strainer , it has makers mark T S ? Thistle plus tax mark. There are I think 2 Scottish Silversmiths that might be related to this piece, Thomas Stewart and Thomas Shannon, 1 from Elgin/Inverness , the other Dundee, there is as you can see, no town mark or date letter. Has anyone ever come across this maker with limited identifying marks ? There are no marks between the T and S . Thanks in advance. First post, haven't quite figured out the post a pic , but hopefully will before to long
