Help with Scottish sugar tongs

Hi, can someone help me with these old sugar tongs.
They have tiny hallmarks which are worn.
The maker is WHC, then four hallmarks.
First- very worn - possibly a duty stamp?
Second - Lion Passant (except rearing which is Scottish?)
Third - Thistle (Edinburgh)
Fourth - lower case g

Mt best guess is Edinburgh 1812. I would appreciate your help / comments. Many thanks.

Hi,

It's difficult to see that first mark, but it appears to be Glasgow 1929.
