This is the lovely set. I think I have figured out from the marks that it is from Sheffield, England, 1896. Please correct me if I am wrong. However, I can't find the maker's mark identity anywhere. Does anyone know? It is P.A & S.

Thank you very much for your help.

Can't find that mark in my sterling references.
However, I believe it's the mark of Philip Ashberry & Sons, Sheffield, England.

Here's a couple of their silverplate marks:

Seconded; I've seen that mark before on spoons, and attributed to P. Ashbury and Sons. I'm not sure which of our spellings is right.
