Need help w/ item ID & date mark

I picked these up in a sterling lot a few weeks ago, and I wanted to get a positive ID on exactly what they were. My first guess was a set of individual salts, but now I'm leaning towards some kind of inserts. I also need some help on the date mark. I thinks it's a lower case "r" (1905), but it could also be a "c" (1895). And lastly, any help with the maker's mark would be appreciated. Thanks.

To my eyes, it lacks the top left line of the r which is so prominent in that particular set of Sheffield marks. I'd go with 1895.

The maker's mark could be SF over WS. That mark was used by the Fenton Brothers, Sheffield, England ( 1891-1895).
