Ferris tongs?

Hi - Hoping to confirm that these sugar tongs are Exeter and by Richard Ferris. Presumably with the cusped duty mark around 1797 or 98. Many thanks Frank
PS would it be unkind to call this bright cut engraving somewhat crude. let's be polite and say naive.
