Silver hairbrush, Maker help and confirmation of date please

Any help in confirming the date of this brush as 1728? and help with the maker in Chester. Thanks

1728 is wrong: the distinctive "dagger" motif was only used from 1778 onwards, and from 1778 to 1839 was stamped in conjunction with a Lions Head. Date letter is unclear, but would post date 1890 as there is no Duty Mark. Design would say early 20th century. A close up of the date letter would be much appreciated.

Chester silver is notable for being made everywhere apart from Chester! While some silversmiths actually worked IN Chester, many more simply registered their mark in the city and actually manufactured outside of the city (the main culprits being London and Birmingham). Thus the potential pool of makers is much larger than may be first thought.
