Scissor Sterling Looking for Help with the date and Hallmar

Hello, You can See The Lion , Crown and Is that a J ? If so I can not find a date.
Also mark seems to be J & R G
And not sure the monogram on the handle.

Hello,
Its a chester town mark not a crown. Date letter for 1909 -10 with the makers mark for J & R Griffin of Birmingham who from what i can tell ceased trading in 1926 through voluntary liquidation.
