hi could anyone tell me what this was used for please. its about 4.5 x 1.5 inches.
help with the makers mark and date would appreciated too.

Makers mark is Joseph & Richard Griffin and date is 1922 Chester.

Not sure though what the item is

I agree with PaulH, probably a nail buffer that is missing its kidskin pad.
