So sorry guys, i don't have a full picture of the item, but it's a tray with a raised and pierced galley, looks very British like this one..
Here are the marks and assay test mark. Anyone seen any like them?
I am not sure of German.

Not German, but Dutch. That is the mark of Utrecht, Jacob van Nieuwcasteel
