Your marks are upside-down and a bit fuzzy on my monitor, but appear to indicate Dutch .833 silver, date mark for 1926, maker "HH" is probably Hooijkaas (now Royal Zilverstad):

Agree - Dutch for sure. Pattern & scene fairly typical for period from 1900 onwards (still in use today). Another similar & popular pattern depicts a 'Bawdy House' with buxom servers and a merry band of 'men at arms' all holding flagons of free flowing ale - perhaps they were relaxing after the 'conquest' which is depicted on the brush? ;-)

A little loose, but the inspiration for the scene is perhaps drawn from 'The Night Watch' by Rembrandt:

Hi All,
Yes, I agree with Dog nose, the Night Watch or Fancy Dress Party, to show-off in full ornate. The Importance of being seen an often repeated theme on cigarette cases, ash trays, pill boxes and even hair brushes so it seems.
