At the moment I have no access to my library to check my book about Rotterdam’s silversmiths but I believe the maker’s mark could be a stylized bird made out the letters J&V and perhaps used by: Jan A. Vink ( 'Vink' in English 'Finch'), registered in Rotterdam 1760-1800. I will look into it again when I am back home.

Back home and I have to correct myself. The maker’s mark is indeed VL conjoined for: Hendrik van Laar registered in Rotterdam 1783-1807.
Hendrik van Laar was born in 1765.
Reference; N.I. Schadee Zilverschatten drie eeuwen Rotterdams zilver, Historisch Museum der Stad Rotterdam 1991
Hendrik van Laar. Open salt cellar, two pieces. Cast. Oval frame on four legs. Blue (cobalt) glass interior/liner. Top edge is composed of openwork chain of ovals with rosettes. Under each rosette at the top a fluted pilaster leg. Leaf Garlands hanging on bows from the top.
