1911 Birmingham unknown maker/item

Hi,
I’ve found a box from when I was a child of things is dig up in the garden, one of the items is this silver item. It is broken in half although very stiff.
After searching online and on this website I believe it’s is from Birmingham made in 1911.

However, I have 2 questions
1) who is ‘T.C & Co’
2) what is this mystery item

If anyone can help that’d be amazing

It appears to be a band from a walking stick.
