My first question to this forum regards a silver cigarette case I have recently inherited. I've got as far as Birmingham, but cannot make out whether its 1913 or 193. Maybe the makers mark would shed light on this, but I can't really make that out either. Any help would be appreciated.

This is a fairly distorted / damaged mark of William Hutton & Sons Ltd, a company which ceased trading in 1930, so that puts the date letter as the lower case "o" of 1913. The mark should look a bit like this:
Note that the punch shape is slightly different, but the formation of the letters will be the same.

It looks like it wasn't struck properly in the first place with the punch not square on to the surface resulting in a lighter or even non-existent impression on the lower left part as we look at your picture; then another attempt was made with no better results but showing a doubling of the mark. Not a very expert job.
